Allocation of Scientific and Technological Resources and Upgrading of Industrial Structure

科技和创新是推动经济发展的关键因素,积累科技资源和提升科技资源配置效率是我国迈入科技强国之列的必经之路。一方面,产业结构升级引起资源从低效率部门向高效率部门的转移,从而实现资源配置效率的提升;另一方面,科技资源配置通过提高生产效率、改变企业生产技术结构来推动产业结构的优化升级。从人力、财力和信息三个方面反映科技资源分布情况,发现我国当前科技资源分布呈现集中于东部地区的特征。利用三次产业产值与GDP的比值反映产业结构的变化,发现我国目前呈现第三产业比重逐渐提高的特征,中国产业结构正由低端向高端演进。

Science and technology and innovation are the key factors to promote economic development.Accumulating scientific and technological resources and improving the efficiency of scientific and techno-logical resource allocation are the only way to become a powerful country.On the one hand,the upgrading of industrial structure causes the transfer of resources from low efficiency departments to high efficiency departments,so as to improve the efficiency of resource allocation;on the other hand,the allocation of sci-entific and technological resources promotes the optimization and upgrading of industrial structure by im-proving production efficiency and changing the production technology structure of enterprises.Reflecting the distribution of scientific and technological resources from three aspects:human resources,financial re-sources and information,it is found that the current distribution of scientific and technological resources in China is concentrated in the eastern region.Using the ratio of the output value of the three industries to GDP to reflect the changes in the industrial structure,it is found that the proportion of the tertiary industry in China is gradually increasing,and China's industrial structure is evolving from low-end to high-end.
