Measurement and Comparative Study on Cross-border Data Flow Restriction Index of RCEP Countries

借鉴ECIPE中心发布的数字贸易限制指数,建立数据衔接指数(DFRI),基于2010—2020年RCEP15个成员国之间的数字贸易数据,对RCEP国家的跨境数据流动限制指数进行测算以及比较研究,得出结论:跨境数据流动限制水平高低与一国经济发展水平呈正相关,与区域内一国信息通讯发展水平呈正相关,与该国跨境流动限制政策具体相关。

Drawing on the digital trade restriction index released by the ECIPE center,a data convergence index(DFRI)is established,based on the digital trade data between 15 RCEP member countries from 2010 to 2020,the cross-border data flow restriction index of RCEP countries is calculated and compared,the analysis shows that:the level of cross-border data flow restriction is positively correlated with the level of economic development of a country,positively correlated with the scale of information and communica-tion in a country,specifically related to the country's restrictions on cross-border movement.
