摘要
作为加强基层工作的关键,基层公务员的工作能力对提高党的执政能力建设具有基础性作用,激励其担当作为是新时代加强政府组织建设与推进全面从严治党的紧迫议题。对基层公务员而言,担当作为既是重要的政治品格,也是基础的从政本分。然而,已有研究缺乏中国场景的深度探索与实践情境的细致解读,基层公务员担当作为的动态过程与中间机制有待深入挖掘。为此,基于33位基层公务员和10位利益相关群体的深度访谈资料,运用扎根理论方法构建基层公务员担当作为驱动机制的理论模型。研究发现,基层公务员担当作为的核心要素有主体偏好、价值权衡、行为激励、价值反馈和领导嵌入,存在担当作为发起、形成、确认和回应的意义建构过程。担当作为意愿发起源自主体偏好,担当作为意愿形成立足价值权衡,行为激励是担当作为的确认条件,价值反馈是担当作为的产出结果,领导嵌入是担当作为形成与溢出的影响因素。研究探索了驱动基层公务员担当作为的影响因素与过程机理,对如何完善基层公务员担当作为激励机制,更好地推动基层改革发展与创新社会治理具有参考意义和实践启示。
As the key to strengthening the grass-roots work,the working ability of grass-roots civil servants plays a fundamental role in improving the construction of the party’s ruling ability.Encouraging their take-charge behaviors is an urgent issue to strengthen the construction of government organizations and promote the comprehensive and strict governance of the party in the new era.For grass-roots civil servants,take-charge behaviors as an important political character is also a basic political duty.However,the existing research lacks the in-depth exploration of the Chinese scene and the detailed interpretation of the practical situation,and the dynamic process and intermediate mechanism of grass-roots civil servants’take-charge behaviors need to be deeply explored.Therefore,based on the in-depth interview data of 33 grass-roots civil servants and 10 stakeholder groups,this paper uses the grounded theory method to construct the theoretical model of driving mechanism of grass-roots civil servants take-charge behaviors.It is found that the core elements of grass-roots civil servants’take-charge behaviors include subject preference,value balance,behavior incentive,value feedback and leadership embedding,and there is a meaning construction process of take-charge behaviors as initiation,formation,confirmation and response.Take-charge behaviors’willingness originates from subject preference.Take-charge behaviors’willingness is formed based on value balance.Behavior incentive is the confirmation condition of take-charge behaviors,value feedback is the output result of take-charge behaviors,and leadership embedding is the influencing factor of acting as formation and spillover.The research explores the influencing factors and process mechanism of driving grass-roots civil servants’take-charge behaviors,which has reference significance and practical enlightenment on how to improve the grass-roots civil servants as the incentive mechanism and better promote grass-roots reform,development and innovative social governance.
