The New Model and Implementation Strategy of Dual Circulation Treatment for Municipal Solid Waste Classification--A Practical Case Based on the Classification Mechanism of"Three-Ends and Four-Clarifications"in Fuzhou

生活垃圾分类是城市治理的难点,也是提高居民生活幸福感的重点。福州市“三端四定”垃圾分类治理模式以垃圾分类处理流程的优化,驱动整个垃圾收运工作形成“源头高效化、收集机械化、中转无缝化、末端循环化”的收运体系。文章重点阐述了城市生活垃圾分类双循环治理模式的运作机制,分析了“三端四定”的垃圾分类模式与传统生活垃圾治理模式的特征差异以及双循环模式对治理流程和治理主体之间关系优化的重要意义。最后,讨论了基于双循环治理流程的生活垃圾分类治理的推广策略。

Domestic waste classification is the difficulty of urban governance and the focus of improving the well-being of residents."Three-ends and four-clarifications"garbage classification management model in Fuzhou achieves a collection and transportation system with"efficient start,mechanized collection,seamless transit and recirculated ends"by the optimized waste sorting process.This paper focuses on the operation mechanism of the dual circulation management model of municipal solid waste classification,analyzes the characteristic difference between the"three-ends and four-clarifications"garbage classification model and the traditional household waste management model,and the significance of the dual circulation model to the optimization of the relationship between the governance process and the governance subject.Finally,it discusses the strategies to promote household waste classification based on the dual circulation model.
