基于ISM的全过程工程咨询模式实施障碍因素分析

Analysis on Barrier Factors of the Implementation of Whole Process Engineering Consulting Based on ISM Model

为加快工程咨询领域转型升级,推动建筑业高质量发展,基于文献综述、专家访谈和问卷调研确定22项全过程工程咨询模式实施障碍因素,运用ISM方法分析因素间的关联关系。研究表明,全过程工程咨询模式权责划分不清、企业定位不准急于转型以及业主认可度低等表层因素是最直接障碍原因,政府和行业维度因素对全过程工程咨询开展具有深刻阻碍。最后针对分析结果提出建议,以期为全过程工程咨询推广实施提供参考。

In order to accelerate the transformation and upgrading of engineering consulting field and realize the high-quality development of construction industry,the paper identifies 22 obstacles to the implementation of whole process engineering consulting mode based on literature review,expert interviews and questionnaire research,and analyzes the correlation between the factors by ISM method.The results show that the surface factors such as “unclear division of authority and responsibility of whole process engineering consulting mode,inaccurate positioning of enterprises and low recognition of owners” are the most direct obstacles,and the government and industry dimension factors are profound obstacles to the development of whole process engineering consulting.Finally,puts forward suggestions based on the analysis results,with a view to provide reference for the promotion and implementation of whole-process engineering consulting.
