“双碳”目标下煤电产业科学发展的思考

Thoughts on the scientific development of coal-electricity industry under the carbon peak and carbon neutrality goals

“双碳”目标下煤电产业的科学发展非常重要,事关国民经济长远发展和工业企业居民用电。用详实的数据解读了目前我国能源消费的总体情况,并进行了电力行业的国内外对比,认为我国煤电机组的运行可靠性国际领先,就常规污染物控制和机组发电效率而言,我国已建成世界上规模最大的清洁煤电体系。对碳达峰、碳中和形势下煤电发展的相关政策要求进行了权威的解读;对煤电产业的科学发展进行了如下4个方面的深入思考:正确处理煤电转型与能源安全、低碳发展的关系,充分认识煤电发展的三大关键性约束,坚持以底线思维和系统思维确定发展煤电的原则,“十四五”期间煤电产业发展需要注意主体作用、“三改联动”、污染物治理等问题和政策环境问题;提出“十四五”期间煤电节能环保低碳的预计目标。

The scientific development of coal-electricity industry under the carbon peak and carbon neutrality goals is very important,which is related to the long-term development of the national economy and the power consumption of industrial enterprises and residents.The overall situation of China’s energy consumption is interpreted with detailed data,and the power industry of China is compared with that of major foreign countries.It is believed that the operation reliability of China’s coal power units is in the leading position in the world.In terms of conventional pollutant control and unit power generation efficiency,China has built the largest clean coal power system in the world.This paper authoritatively interprets the relevant policy requirements of coal-electricity industry development under the carbon peak and carbon neutrality goals,and the scientific development of coal-electricity industry has been deeply considered in four aspects:correctly handling the relationship between coal power transformation and energy security and low-carbon development,adhering to the principle of determining coal-electricity development with bottom-line thinking and systematic thinking by fully understanding the three key constraints of coal-electricity industry development,paying attention to the main role of coal-electricity industry development during the 14 th Five-Year Plan period,linkage of three reforms,pollution control and other policy and environmental issues.The targets of energy conservation,environmental protection and low carbon development of coal-electricity industry during the 14 th Five-Year Plan period are proposed.
