我国儿童医疗保障现状、问题及政策建议

Current Situation,Problems and Policy Suggestions of Children’s Medical Security in China

文章在梳理儿童医疗保障制度发展历程的基础上,根据文献研究、实地调研情况,对我国儿童医疗保障政策现状进行了深入研究。同时,分析了当前儿童医疗保障面临的主要问题,如儿童医疗保障水平有待提高,部分儿童被遗漏在基本医保覆盖范围外,等等。最后,立足我国现有医疗保障制度框架,基于“儿童优先”的原则,提出儿童医疗保障未来发展的基本思路以及完善儿童医疗保障制度、提升儿童医疗保障水平的政策建议。

On the basis of sorting out the development history of the children’s medical security system,this paper makes an in-depth analysis of the current situation of Chinese children’s medical security policy based on literature research and field research.This paper also proposes some problems in the current policy,such as some children without basic medical insurance,and so on.Based on the existing medical security system of our country and the principle of“Children first”,this paper puts forward the development thought of Children’s medical security in the future,and some policy suggestions on improving the level of children’s medical security.
