某高校附属医院近十年授权专利转化现状及管理对策探析

Current situation and management countermeasures of authorized patent transformation in a university affiliated hospital in recent ten years

目的通过分析2010-2020年某高校附属医院授权专利和转化情况,梳理存在的问题,并从优化专利管理、促进专利转化的角度出发,针对性的提出改进高校附属医院专利工作管理和高效转化的对策和建议。方法通过Excel 2013和Stata 12.0软件对2010-2020年医院授权专利和转化进行统计分析。结果虽然该高校附属医院专利申请和授权数逐年升高,但专利转化率较低,仅为5.10%,缺乏科学有效的专利管理体制、专利管理人才、专利转化保障平台和转化政策,尚未建立有利于科技成果转化的评价体系。结论通过加深科研人员专利意识,优化专利管理流程,建立知识产权运营服务平台,设立科技成果转化基金,探索医、研、政、企合作新模式,创新国有资产管理,建立湘雅特色成果转化推广体系,提升高校附属医院专利管理水平和转化效率。

【Objective】Through the statistical analysis of patent authorization and transformation in a general hospital from2010 to 2020,to find out the existing problems.Furthermore,put forward targeted countermeasures and suggestions from the perspective of improving patent quality,optimizing patent management and promoting patent transformation to improving patent work management and efficient transformation.【Methods】The data of patents and transformation authorized with hospitals as patentees during 2010–2020 were collected and analyzed by Excel 2013 and Stata 12.0.【Results】The patent authorization and transformation of a university affiliated hospital in recent ten years were statistically analyzed,and the existing problems are summarized.Furthermore,from the perspective of optimizing patent management and promoting patent transformation,countermeasures and suggestions are put forward to improve the patent management and efficient transformation of university affiliated hospital.The results showed that although the number of patent applications and authorization increased year by year,the patent conversion rate was low,only 5.10%,and there was a lack of scientific and effective patent management system,patent management talents,patent transformation guarantee platform and transformation policy,an evaluation system conducive to the transformation of scientific and technological achievements has not been established.【Conclusion】It is suggested to enhance the patent management level and transformation efficiency of the affiliated hospitals of universities by deepening the awareness of researchers,optimizing the management process,establishing the intellectual property operation service platform,setting up the transformation fund,explore a new model of government enterprise cooperation in medical research and innovate the management of state-owned assets,and establishing a system for the commercialization and popularization of achievements with Xiangya characteristics.
