我国老龄产业政策的现状、问题及其完善建议

The Status Quo and Problems of China’s Silver Industry Policies as Well as Suggestions to Improve Them

产业政策对产业发展有着重要的推动作用。分析了老龄产业政策存在的问题,包括缺乏中长期规划、政策体系不完善、政策效力不足、政策操作性不强、扶持政策覆盖面窄等。阐述了完善老龄产业政策应当处理好长期和短期、城市和农村、政策扶持力度和经济发展水平、老龄事业和老龄产业、供给和需求、国内市场和国际市场、政策支持和法律保障之间的关系。最后提出了完善老龄产业政策的建议,包括制定老龄产业中长期规划,完善老龄产业政策体系,完善税收、财政和金融政策,扩大扶持政策的覆盖面,加强政策评估,等等。

Industrial policies play an important role in promoting industrial development.This paper analyzed problems of silver industry policies,including the lack of medium and long-term planning,the imperfect policy system,ineffectiveness,poor operability,and narrow coverage of supporting policies.It also pointed out that to improve such policies we need to properly handle relations between long-term and short-term,urban and rural areas,levels of policy support and economic development,aging-related undertakings and the silver industry,supply and demand,domestic and international markets as well as policy support and legal protection.Finally,suggestions were made to improve silver industry policies,including formulating medium and long-term plans for the silver industry,improving the industry policies system,improving taxation,fiscal and financial policies,expanding the coverage of supporting and strengthening policy evaluation,etc.
