摘要 完善校企合作法治化体系是构建现代职业教育体系的必然要求。改革开放以来,我国职业教育校企合作政策发展可划分为探索期、形成期、发展期和创新期四个阶段。总结职业教育校企合作发展的经验,表现为政府引领校企合作的全过程,地方政策进一步激发校企合作的活力,多元主体共同促进校企合作法治化建设。在校企合作法治化建设中,需明确校企合作主体责任制度,建立合理的校企合作利益联结、调节、监管机制。在具体的保障措施上,应从加强校企合作法律法规的顶层设计,明确校企合作权力清单,加大校企合作力度,强化校企合作监管评价等方面,打造适合职业教育高质量发展的校企合作法治体系。 Perfecting the legal system of the cooperation between enterprises and colleges is an inevitable requirement for the construction of modern vocational education system. Since the reform and opening-up, the policy development of the cooperation between enterprises and colleges in vocational education can be divided into four stages: exploration period, formation period, development period and innovation period. The experience of the cooperation between enterprises and colleges and the development of vocational education shows that the government leads the whole process of the cooperation between enterprises and colleges, local policies further stimulate the vitality of this cooperation, and multiple subjects jointly promote the legalization of the cooperation between enterprises and colleges. In the construction of the legalization of the cooperation between enterprises and colleges, it is necessary to clarify the primary responsibility system, and establish a reasonable mechanism for the connection, adjustment and supervision of the cooperation between enterprises and colleges. In terms of specific safeguard measures, we should strengthen the top-level design of laws and regulations on the cooperation between enterprises and colleges, clarify a power list, increase the efforts, and strengthen the supervision and evaluation to create a legal system for the cooperation between enterprises and colleges suitable for the high-quality development of vocational education.
