理念演变视角下我国禁毒工作的历史成效与探索实践——从“堵源截流”到“清源断流”

意识是物质的反映,意识反作用于物质。理念的发展映照社会环境的变化,同时引导着社会实践。我国适时调整的禁毒工作理念反映并指导着不同历史阶段的禁毒工作实际。理念的科学、合理与否决定着实践工作的水平及成效,科学的禁毒理念是禁毒工作不断适应打击和治理需要的基础和保障。1991年的禁毒方针“堵源截流”,有效遏制了“金三角”毒品向我国加速输入造成的国内毒品犯罪愈发严重的势头;2021年的禁毒战略“清源断流”,禁毒工作“乘胜追击”,有力巩固了我国禁毒形势持续向好局面。从“堵源截流”到“清源断流”的发展,折射出我国毒情形势的变化、社会对禁毒工作认识的提升、毒品问题社会治理能力的现代化。同时“清源断流”战略是禁毒战争走向新的重要胜利的关键,“清源断流”需有效融合物流寄递贩毒打击工作,以提升打击治理效率,高效推进新时代的禁毒工作。
