分析消耗量定额的本质及作用,研究消耗量定额在工程计价中应用的现状及存在问题,分析产生问题的原因,研究在市场化的工程造价形成机制下,改进消耗量定额应用的方法。其具体包括:优化定额应用模式,赋予咨询方核心地位,促进正确使用和完善定额;以全面质量管理思维,通过“人”“法”“环”三方面共同作用提高造价成果质量,引导消耗量定额自身完善和社会合理应用;以市场决定价格机制为导向,优化编制招标控制价的方法,由招标方自行选择是否以消耗量定额作为依据和采取两步骤编制方法。
