Influence Dimension and Cultivation Mechanism of Inner-Party Law and Regulation Awareness in the New Era

新时代党内法规为党的建设提供有力制度保障的同时,对党员自觉践行党内法规也提出更高要求,党员应在思想上和行动中具备持久而稳定的党内法规意识。党内法规意识旨在解决党员知行转化的思想问题,研究历史与现实维度中党员党内法规意识的变迁,主观与客观交织中党员党内法规意识的游移,党内与党外监督下党员党内法规意识的差异都制约党员党内法规意识水平。分析党内法规意识的形成原理、确立培育目标,构建内外协同的培育机制,驱动党员从意识层面的自我养成迈向行为层面的自觉践行,在践行中规约行为,在巩固中知行转化,在增强党的法规意识中树立党内法规在党员心目中的权威。

While the CPC’s inner-party laws and regulations in the new era serve as a strong institutional guarantee for the Party’s construction, the Party members are required to observe them consciously by cultivating a lasting and stable awareness of laws and regulations in both thoughts and actions to solve the ideological problems of putting knowledge into practice. The awareness is restricted by three factors, namely, the awareness transformations in the historical and realistic dimensions, the awareness vacillation caused by the interwoven subjective and objective conditions, and the Party members’ inner Party law and regulation awareness differences under the inside and outside Party supervision. Analyzing the formation of inner-party law and regulation awareness, establishing the cultivation objectives and establishing a cultivation mechanism of internal and external coordination can motivate the Party members to shift their awareness from selfcultivation to conscious behaviors. In this way, their behaviors can be regularized in practice;the awareness can be converted into practice through consolidating efforts;and the authority of inner-party laws and regulations can be established among the Party members as the awareness is strengthened.
