面向两网融合的城市生活垃圾与再生资源回收供应链政企合作策略

摘要 两网融合是实现城市生活垃圾“减量化、资源化、无害化”和“无废城市”建设的重要途径,政企合作亦是城市生活垃圾与再生资源回收供应链项目建设的必然选择。两网融合项目具有投资规模大、建设及盈利周期长、社会环境效益显著等特征,基于PPP合作模式,考虑政府与企业行为特征,引入政府积极引导、正常引导,企业积极配合、被动配合下成本与收益参数,构建面向两网融合的城市生活垃圾与再生资源回收供应链政企合作演化博弈模型,通过数值仿真分析政府积极引导、企业积极配合下,参数变化对政企合作行为的影响,并给出面向两网融合的城市生活垃圾与再生资源回收供应链政企合作策略。 The integration of the two networks of urban domestic waste and renewable resources is an important way to realize the construction of“reduction, recycling and harmless”and“waste free city”of urban domestic waste. The cooperation between government and enterprise is also an inevitable choice for the construction of urban domestic waste and renewable resource recycling supply chain project. The two-network integration project has the characteristics of large investment scale, long construction and profit cycle and significant social and environmental benefits. Based on the PPP cooperation mode, considering the behavior characteristics of the government and enterprise, introducing the cost and benefit parameters under the active guidance and normal guidance of the government and the active and passive cooperation of enterprise, facing the integration of the two networks, the evolutionary game model of government-enterprise cooperation in the recycling supply chain of urban domestic waste and renewable resources is constructed. Through numerical simulation, the impact of parameter changes on government-enterprise cooperation under the active guidance of the government and the active cooperation of enterprise are analyzed, and the government-enterprise cooperation strategies of urban domestic waste and renewable resources recycling supply chain for the integration of the two networks are put forward.
