摘要
全球治理的核心要素包括价值、规则、主体、对象和绩效,特别需要引起重视的是“价值”和“绩效”。除了这两大核心要素,可持续发展全球治理的一个重要进步,是形成了责任共识和可量化共识。中国有必要结合自己的实践经验,形成一套完整、可量化、可推广的评价体系。这也是为应对气候变化、实现“双碳”目标在评价体系方面做出的尝试。应对气候变化,全面推进碳减排实现碳达峰、碳中和,既是国际社会的共识,也是一项需要各国共同承担的艰巨任务。中国作为全球最大的发展中国家,应该在全球气候治理中把握主动权,用自己的积极作为,助力国际社会趋利避害,走上合作共赢的道路。要尽快形成并不断完善碳达峰、碳中和评价体系;要建立一种有利于传统产业转型发展的利益诱导机制;要加快、加强绿色金融体系建设;要建立起有利于碳减排的“微循环”体系和机制。
The core elements of global governance include value,rule,subject,object and performance,the“value”and“performance”need to be paid special attention.In addition to these two core elements,an important progress in global governance of sustainable development is the formation of a consensus on responsibility and a quantifiable consensus.It is necessary for China to form a complete,quantifiable and propagable evaluation system based on its own practical experience.This is also an attempt to tackle climate change and achieve the“carbon peaking and carbon neutrality”goal in the evaluation system.Tackling climate change and comprehensively promoting carbon emission reduction to achieve carbon peaking and carbon neutrality is not only a consensus of the international community,but also an arduous task that needs to be undertaken by all countries.As the largest developing country in the world,China should take the initiative in global climate governance,use its own positive actions to help the international community seek benefits and avoid disadvantages,and embark on a path of win-win cooperation.It is necessary to form and continuously improve the carbon peak and carbon neutral evaluation system as soon as possible;it is necessary to establish an interest-inducing mechanism that is conducive to the transformation and development of traditional industries;it is necessary to speed up and strengthen the construction of green financial system;it is necessary to establish a“micro-circulation”system and mechanism that is conducive to carbon emission reduction.
