企业创新绩效测度研究述评与思考

Review and Reflection on Measurement of Enterprise Innovation Performance

企业创新绩效测度是企业创新研究的基础,对推进创新型国家建设具有重要的现实意义。梳理国内企业创新绩效测度相关的文献,条分缕析了323篇文献的测度方法和测度指标。研究发现:党的十八大以来关于企业创新绩效测度的文献占该领域总文献的比例高达95%,企业创新绩效测度得到了学术界的高度关注;但相关研究关于企业创新绩效测度的共识度并不高,值得更深入探讨。最后提出一些思考,以期对科学有效地测度企业创新绩效有所助益。

In the context of a new round of scientific and technological revolution and industrial transformation,enterprises,as important innovation subjects,have increasingly highlighted their strategic position in the process of China’s national economic development.The measurement of enterprise innovation performance is the basis and premise of enterprise innovation research,which is of great practical significance for promoting the construction of an innovative country.Effective measurement and dynamic monitoring of enterprise innovation performance are conducive to the government and enterprises to comprehensively grasp the specific situation and effect of enterprise innovation,improve the innovation environment,adjust the strategic direction and optimize resource allocation,so as to reduce the resistance in the process of enterprise innovation,promote the efficient advancement of the enterprise innovation process and improve enterprise innovation performance.In order to explore the domestic research progress on enterprise innovation performance measurement,this paper takes"enterprise innovation performance","innovation performance evaluation"and"innovation performance measurement"as keywords to search in CNKI,and selects 323 sample pieces of literature from the core and abovejournals,with the period from 2001 to 2021.After combing,comparing,and analyzing the above-mentioned pieces of literature,the following main conclusions are drawn:(1)The 18 th NationalCongress of the Communist Party of China is an important cut-off point for academic circles toinvestigate the innovation performance of enterprises.The number of relevant pieces of literaturepublished after the 18 th National Congress of the Communist Party of China accounts for 95%ofthe total,and the implementation of the innovation-driven development strategies has shown re-sults.(2)There are not many scholars who continually pay attention to the measurement of enter-prise innovation performance.Taking the first author as an example,about 91%of the scholarshave only published one relevant literature,which lacks more sustained and in-depth research.(3)The application of enterprise innovation performance measurement methods is not in com-plete accord.There are 120 pieces of literature adopting the subjective measurement method and203 pieces of literature adopting the objective measurement method.Each measurement methodhas its advantages and disadvantages.The research ideas of enterprise innovation performancemeasurement still need to be broadened.(4)The selection of enterprise innovation performancemeasurement indexes is highly subjective,and a universal and perfect measurement index sys-tem has not yet been formed.The existing measurement of enterprise innovation performance hassome randomness.This paper puts forward relevant thoughts and suggestions on the current real-ity that the consensus of domestic academia on the measurement of enterprise innovation perfor-mance is not high,which can help measure enterprise innovation performance scientifically andeffectively.
