30 Years of China-Kazakhstan Strategic Coordination and Cooperation:Review and Prospect

哈萨克斯坦独立后,中国与哈萨克斯坦建立外交关系,开始在多领域开展合作。建交30年来,中哈两国关系稳步发展,逐步升级为永久全面战略伙伴关系,其中,战略对接合作是两国发展全面关系的重要基石。在中哈战略对接合作引领下,两国在经贸领域取得了一系列丰硕成果,其重要意义体现在经贸合作不仅极大地推动了彼此经济发展,而且促进了两国从政治、安全到外交的全面关系发展,中哈关系堪称中国与周边国家关系的典范。但是,受两国经贸总量的结构性限制、合作机制不完善以及大国博弈等复杂因素的影响,当前中哈战略对接合作面临一定的挑战。考虑到中哈关系发展的成功经验、双方高水平的政治互信、邻近的地缘经济优势、上海合作组织以及共建“一带一路”倡议等优势,中哈战略对接合作依然具有广阔的发展前景,建设中哈命运共同体是两国关系未来的发展目标。

Since the independence of Kazakhstan,China and Kazakhstan have established diplomatic relations and began to cooperate in various fields.In the past 30 years,the China-Kazakhstan relations have developed steadily and gradually upgraded to a permanent comprehensive strategic partnership,among which the strategic coordination played an important role.Under the guidance of China-Kazakhstan strategic coordination and cooperation,the two countries have achieved fruitful results in the economic and trade field,which not only booster the economy of the two countries,but also promote their cooperation in political,security and diplomatic fields.In this regard,China-Kazakhstan relations can be regarded as a model of China's relations with neighboring countries.However,due to the structural limitations of the total economic and trade volume,the imperfect cooperation mechanism,and political game between major powers and other complex factors,the China-Kazakhstan strategic coordination and cooperation faces some challenges.Considering the successful experience in the development of China-Kazakhstan relations,the high level of political mutual trust between the two sides,the neighboring geo-economic position,the assistance of Shanghai Cooperation Organization and the joint construction of the"Belt and Road"initiative,the China-Kazakhstan strategic coordination and cooperation still has a bright prospect.Building the China-Kazakhstan community with a shared future is the future goal for the development of their bilateral relations.
