水上水下作业/活动安全作业区的划定和管理

Study on the delimitation and management of safe operation zones for surface and underwater operations and activities

近年来,我国水上水下作业/活动施工领城施工作业船舶与正常航行船舶屡发碰撞事故,造成重大人员伤亡和财产损失,新《中华人民共和国海上交通安全法》通过立法加强对安全作业区的管理,本文通过分析安全作业区特点和划定安全作业区需要考虑的因素,提出了静态和动态安全作业区划分方法,并对加强安全作业区管理提出了建议,供业界参考。

In recent years,there have been frequent collisions between construction ships and normal sailing ships in the field of surface and underwater operations and mobile construction in China,resulting in heavy casualties and property losses.The new Maritime Traffic Safety Law of the People,s Republic of China strengthens the management of safe operation zones through legislation.This paper analyzes the characteristics of safe operation zones and the factors to be considered in delimiting safe operation zones.This paper puts forward the division method of static and dynamic safe operation areas,and puts forward some suggestions on strengthening the management of safe operation areas for the reference of the industry.
