青岛市工商资本租用耕地“非粮化”影响因素与对策研究

Study on Influencing Factors and Countermeasures of“Non-grain Conversion”of Cultivated Land Leased by Industrial and Commercial Capital in Qingdao

基于青岛市5个市区163户工商资本租用耕地的数据,采用二元Logistic模型从企业特征、耕地资源特征、经济因素、政策因素这4个方面对青岛市工商资本租用耕地“非粮化”影响因素进行了深入研究。结果显示:样本中有55%工商资本存在租用耕地“非粮化”现象;非农经历(P=0.021)、企业规模(P=-0.038)、周边水浇条件(P=0.041)、农资费用(P=-0.044)、当地政策执行力度(P=0.035)、转入耕地面积(P=-0.070)、租金(P=0.086)对青岛市工商资本租用耕地“非粮化”产生了显著影响。结果表明:工商资本下乡时非农经历、企业规模、周边水浇条件、农资费用、当地政策执行力度、转入耕地面积、租金是影响青岛市工商资本租用耕地“非粮化”的主要因素。鉴于此,提出了可操作性的对策建议。

Based on the data of 163 households renting cultivated land by industrial and commercial capital in 5 urban areas of Qingdao,the binary Logistic model was used to study the influencing factors of non-grain conversion from four aspects:enterprise characteristics,cultivated land resource characteristics,economic factors and policy factors.The results show that 55%of the industrial and commercial capital in the sample has rented farmland non-food phenomenon.Non-agricultural experience(P=0.021),enterprise scale(P=-0.038),surrounding water conditions(P=0.041),agricultural costs(P=-0.044),local policy implementation(P=0.035),converted farmland area(P=-0.070)and rent(P=0.086)have a significant impact on non-grain conversion of cultivated land leased by industrial and commercial capital in Qingdao.Non-agricultural experience of industrial and commercial capital,scale of enterprises,surrounding water conditions,agricultural cost,implementation of local policies,converted farmland area and rent are the main factors that affect the non-grain conversion of leased farmland in Qingdao.In view of this,some feasible countermeasures were put forward.
