如何维持并进一步推进扶贫产业的高质量发展将一直是乡村振兴阶段的重要任务。农业产业扶贫政策目标就是实现贫困村总福利水平的提升。通过构建贫困村总福利水平函数,可知其与全体农户收入直接相关,而农户收入受到政策支持、市场环境、务工时间、产业经营主体收入、土地规模等约束性条件的共同影响。同时静态扶贫效果假说也显示,某时段内行动者网络所具有的结构特征也会直接或间接作用于贫困户和非贫困户的各类型收入。

Maintaining and promoting high-quality development of poverty-alleviation industries will always be an important task in the stage of rural revitalization. The goal of poverty alleviation through agricultural industrialization is to improve the overall welfare level of the poor villages. By constructing the function of the overall welfare level of the poor villages, we can see that the overall welfare level is directly related to the income of all the farmers. And the income of farmers is affected by restrictive conditions including the policy support, market environment, working time, income of managing body and land scale. The hypotheses of static anti-poverty effect also show that the structural characteristics of actor networks can directly or indirectly affect various types of income of both poor households and non-poor households.
