乡村振兴战略背景下农村基层组织建设研究——以山西省X市为例

Research on the construction of rural grassroots organizations under the background of rural revitalization strategy

农村基层组织建设事关乡村振兴实现。农村基层党组织、农村社会组织、农民合作经济组织共同构成了农村基层组织建设的重要主体。由于农村基层党组织虚化、弱化、边缘化,“乡政村治”的职责不清,社会组织的发育不足,农民合作经济组织的空壳化,导致农村基层组织共同体建设乏力和缺位,通过完善组织保障和激励机制、加强基层民主、增强农村集体经济实力,实现基层组织提供公共服务和有效治理能力的现代化。

The construction of rural grassroots organizations is related to the realization of rural revitalization.Rural grassroots party organizations,the organizational relationship between townships and villages,rural social organizations,and farmers’ cooperative economic organizations together constitute an important factor in the construction of rural grass-roots organizations.Due to the inefficiency,weakening and marginalization of rural grass-roots party organizations,unclear responsibilities of "township and village governance",insufficient development of social organizations and the hollowing out of farmers’ cooperative economic organizations,the construction of rural grass-roots organizations is weak and absent.Improve the guarantee and incentive mechanism,strengthen grassroots democracy,enhance the economic strength of rural collectives,and modernize the ability of grassroots organizations to provide public services and effective governance.
