中国共产党在百年历史中形成了一套独特、规范、完善、民主、高效的会议制度,这一制度在党领导人民进行革命、建设、改革的各个时期均发挥了重要作用,是中国共产党不断取得成功的一个重要原因。这一制度以民主集中制为根本,以实现党的领导和发扬党内民主为主线,以党的全国代表大会、中央委员会全体会议、中央政治局会议和中央政治局常委会议为核心,覆盖党的中央、地方、基层组织和广大党员干部,涉及治党治国治军、内政外交国防和党的组织、宣传、纪检、统战工作等各个方面。这一制度为坚持和加强党的领导提供了基本遵循,为发扬党内民主、巩固党的团结统一打下了坚实基础,为总结党的历史经验奠定了优良传统,为党的百年奋斗凝练了伟大精神。要健全完善这一制度,应加强会议组织体系建设,形成强大组织力;健全完善会议组织规则,形成强大执行力;坚持党性与人民性相统一,形成强大凝聚力。

The Communist Party of China has formed a unique, standardized, perfect, democratic and efficient conference system in the past 100 years. This system plays an significant role in the periods of revolution, construction and reform led by the CPC, accounting for the continued success of the CPC. This system is based on democratic centralism, focuses on realizing Party leadership and promoting intra-party democracy. It takes the National People’s Congress, the plenary session of the CPC Central Committee, the meeting of the Political Bureau of the CPC Central Committee and the meeting of the Standing Committee of the Political Bureau of the CPC Central Committee as the core, and covers the Party’s central, local, and community-level organizations as well as Party members and cadres. It involves the administration of the Party, the country and the army, as well as domestic affairs, foreign affairs, national defense, and the Party’s organization, and it includes the aspects such as publicity, discipline inspection, and united front work. This system provides the basic principles for strengthening the Party’s leadership, lays a solid foundation for promoting intra-party democracy and consolidating the Party’s unity, establishes a fine tradition for summarizing the Party’s historical experience, and condenses the great spirit of the Party’s century-long struggle. In order to further perfect this conference system, three aspects should be promoted: the construction of the conference organization should be strengthened to form a strong organizational force;the rules of the conference organization should be improved to form a strong a executive force;the unity of Party spirit and people’s spirit should be insisted to form a strong cohesive force.
