新乡贤助力乡村振兴现状调查及对策——基于建德市三都镇的调查

Investigation and Countermeasures on New Able Villagers Help Country Revitalization—Based on the Investigation in Sandu Town of Jiande City

新乡贤在乡村振兴中的积极作用十分明显。在对建德市三都镇的走访调研中发现,各地新乡贤工作已经在不同程度上得以推进,但仍然存在一定的制约因素,主要体现在三个方面:具体政策措施、制度和组织建设有待进一步优化,城乡二元化结构让新乡贤难以真正融入乡村,农村基层党组织的组织能力强弱程度直接决定了新乡贤工作的推动力度和成效。因此,加强政府引导,健全政策法规,完善新乡贤组织;推动城乡一体化协同发展,废除城乡二元经济结构;加强农村基层党组织对新乡贤工作的组织和推动,因地制宜地开展新乡贤建设,可有效助力乡村振兴。

The positive role of new able villagers in rural revitalization is very obvious.In the investigation of Sandu Town, Jiande City, it was found that, work around the new county squire has to advance in the different degree, but there are still some restricting factors, mainly reflected in three aspects: specific policy measures, system and organization construction remains to be further optimized;Urban and rural duality structure make the new county squire real into the country;Degree of rural grass-root party organization ability strong or weak directly determines the new county squire work efforts and progress. So, strengthen government guidance, improve the policies and regulations, perfect the new county squire organizations;Promote the coordinated development of urban and rural integration, the abolition of the urban and rural dual economic structure;Strengthen rural grass-root party organization and for the work of the new county squire, adjust measures to local conditions to carry out new county squire construction, which can effectively help rural revitalization.
