民营企业参与公共文化服务建设的路径选择与优化——以长沙市民营企业为例

Path Selection and Optimization of Private Enterprises Participating in Public Cultural Service Construction:a Case Study of Private Enterprises in Changsha City

社会力量参与公共文化服务建设是公共文化服务供给侧改革的重要组成部分。国内民营企业参与公共文化服务建设的路径主要包括政府购买公共文化服务,政府与民营企业合作,项目资金参与,公益捐赠,独资兴办五种。长沙市民营企业参与公共文化服务建设的调查结果显示:长沙市民营企业参与公共文化服务建设主要还是政府购买公共文化服务,以资金注入的方式间接参与建设的占有一定比例,完全脱离政府部门独立运营的还是较少的。为进一步提高民营企业参与公共文化服务建设的积极性,提升公共文化服务品质,政府应理清政企合作边界,强调政府规划引导功能;创新政企合作模式,走共建共赢新路子;构建稳定持续的资金保障机制;强化监督,完善评估考核机制等,帮助民营企业选择合适的参与路径。

The participation of social forces in the construction of public cultural services is an important part of the supply-side reform of public cultural services.There are five ways for domestic private enterprises to participate in this construction:government purchase,cooperation between government and private enterprises,project fund participation,public welfare donation and sole proprietorship.The survey results of private enterprises’participation in the construction of public cultural services in Changsha City show that private enterprises in Changsha City mainly participate in the construction of public cultural services by the government purchase and indirectly participate in the construction in the form of capital injection,that accounts for a certain proportion but few enterprises operating independently of the government departments.In order to further improve the enthusiasm of private enterprises to participate in the construction of public cultural services and improve the quality of public cultural services,the government should clarify the boundaries of government-enterprise cooperation,emphasize the government’s planning and guidance function,innovate the mode of government-enterprise cooperation,take a new path of co-construction and win-win,build a stable and sustainable capital guarantee mechanism,strengthen supervision and improve the eva-luation and assessment mechanism,helping private enterprises to choose the appropriate participation path.
