乡村产业高质量发展的困境与优化:一个嵌入机制的分析框架

Dilemma and Optimization of High-quality Development of Rural Industry:An Analytical Framework of Embeddedness Mechanism

本文基于乡村产业发展面临产业链条较短、融合层次较浅、要素活力不足的现实困境,以及乡村产业发展的内生驱动机制阻断与外生动力村域脱嵌的客观情境,首先提出一个力图促进乡村产业内外动力联动发展的嵌入机制分析框架,并在该框架下从生产端、流通端和创新端分别讨论乡村产业高质量发展的链式优化路径。其次,着眼于整个乡村产业的长效发展,本文构想了一幅基于产业链,拓展至产业集群,稳定在产业生态系统的“链-群-系统”乡村产业立体发展图景。最后,本文围绕乡村产业如何高质量发展,分别从政府、下乡投资和农民等三个主体提出相关政策思考。

Based on the reality that the rural industrial development faces the dilemma of short industrial chain,shallow integration level and insufficient element vitality,and the objective situation that the endogenous driving mechanism of rural industrial development is blocked and the exogenous driving force is separated from the village,this paper,firstly,proposes an embedded mechanism analysis framework that tries to promote the linkage development of the internal and external driving forces of rural industries.From this framework,this paper discusses the production end,the circulation end and the innovation end respectively in the consideration of the chain optimization path of high-quality development of rural industry.Secondly,focusing on the long-term development of the whole rural industry,this paper conceives a three-dimensional development picture of rural industry based on the industrial chain,expanded to industrial clusters and stabilized in the industrial ecosystem,which is“Chain-Cluster-System”.Finally,this paper focuses on how to develop the rural industry with high quality from the government,investmentin the countryside and farmers.
