新气象论:新时代中国特色公共管理学构建的新思考

The New Meteorology Theory:A New Thinking of the Construction of Public Administration with Chinese Characteristics in the New Era

要建设中国特色、中国风格、中国气派的公共管理学,首先要弄清特色、风格、气派等概念之间的关系以及它们之间的整体性联系。在结合中国古今文论,辨析特色、风格、气派、境界、精神和气象等相关概念的基础上,本文发展了评价作品、研究和构建学科、学术的新气象论,指出气象是综合了特色、风格、气派、境界、精神等诸要素的更为整合性的概念,意为作品、研究、学科、学术等在整体上所形成的内外合一的总体性景象,而精神则是其核心要素、支柱和灵魂。之后,基于大视域俯瞰法,通过与中国历史、特别久远的未来以及其他国家的大时空的比较分析,本文指出“共和气象、人民精神”应是新时代中国特色、中国风格、中国气派公共管理学构建的整体和核心目标,并探讨了实现这一目标的基本路径。

It is the common responsibility of every Chinese public administration scholar in the new era to establish a public administration science with Chinese characteristics(tese),Chinese style(fengge),and Chinese manner(qipai).However,what is the relationship between the concepts of characteristics,style,and manner?What do they show on the whole?Based on the analysis of many related concepts such as characteristics,style,manner,realm(jingjie),spirit(jingshen),and meteorology(qixiang),this paper studies and develops the new meteorology theory of evaluating works,research and constructing disciplines and academies,and points out that meteorology is a more integrated concept which integrates characteristics,style,manner,realm,spirit,and other elements.Meteorology means the overall picture of the integration of works,research,discipline,and academy as a whole,while spirit is its core element,pillar,and soul.Then,based on the method of looking down from a large perspective,through the comparative analysis of Chinese history and especially long-term future as well as other countries,the study points out that“Republican Meteorology,People’s Spirit”should be the overall and core goal of the construction of public administration science with Chinese characteristics,Chinese style,and Chinese manner in the new era,and discusses the basic paths to pursuit and realize this overall and core goal.
