摘要
本文着重探讨房地产市场调控助力共同富裕的传导机制及政策选择。研究发现,房地产市场调控与共同富裕之间密切相关,房地产市场调控可以通过财富分配、消费挤出、通货膨胀、自增强循环以及金融加速器等方面影响房地产市场运行,缩小贫富差距,促进共同富裕。激发房地产市场调控促进共同富裕的积极作用应牢牢坚持“房住不炒”原则,坚持不将房地产作为短期刺激经济的手段,着力建立多层次房地产市场调控目标,构建房地产市场调控长效机制,完善住房供应和保障体系,健全房地产金融审慎管理制度以及推进房地产调控制度的改革完善。
This paper focuses on the transmission mechanism and policy choice of real estate market regulation to facilitate common prosperity.The research finds that the regulation of the real estate market is closely related to common prosperity.The regulation of the real estate market can affect the operation of the real estate market,narrow the gap between rich and poor and promote common prosperity through wealth distribution,consumption crowding out,inflation,self-reinforcing cycle and financial accelerator.In order to stimulate the positive role of real estate market regulation in promoting common prosperity,we should firmly adhere to the principle of“no speculation in real estate”and insist on not using real estate as a short-term mean to stimulate the economy,focus on establishing multi-level real estate market regulation objectives,build a long-term mechanism,optimize the housing supply system,improve the prudential management system of real estate finance and promote the reform and improvement of the real estate regulation system.
