基于熵值法的中部地区制造业高质量发展评价研究

Research on Evaluation of High-Quality Development of Manufacturing Industry in the Central Region of China Based on Entropy Value Method

推动制造业高质量发展是促进中部地区崛起的关键。基于“战略—投入—过程—产出”逻辑,从战略基础、要素投入等十一个方面构建制造业高质量发展评价指标体系。运用熵值法和综合评价指数对中部地区2014—2020年制造业发展质量及其时空演变进行综合评价。结果表明:创新、要素投入、结构优化等是推动中部地区制造业高质量发展的重要力量,而绿色发展对制造业高质量发展的贡献不明显,制造业规模扩张的作用有所降低;制造业高质量发展水平总体呈稳步提升态势;在分维度上六省有较为明显的差异。鉴于此,提出坚持创新的首要驱动作用,加速推进制造业绿色化、融合化和智能化进程,加强制造业开放协同发展等建议以促进中部地区制造业高质量发展。

Promoting high-quality development of manufacturing industry is crucial for accelerating the rising of the central region.Based on the logic of strategy-input-process-output,this paper builds up a high-quality development assessment indicator system for manufacturing industry,which includes 11 indicators,such as strategic basis,and factor input.We comprehensively applied entropy value method and comprehensive evaluation index to evaluate the development quality of manufacturing industry and its evolution in the central region from 2014 to 2020.The results show that innovation,factor input,structure optimization are the important forces to promote the high-quality development of the manufacturing industry in the central region.The contribution of green development is not obvious,and the role of scale expansion is reduced.The high-quality development level of the manufacturing industry has been steadily increasing.There are obvious differences among the six provinces in sub-dimensions.In this view,the paper puts forward the primary driving function of insisting on innovation;accelerates the greenization,amalgamation and intelligentization process of manufacturing;strengthens the open and coordinated development of the manufacturing industry,so as to accelerate the high-quality development of manufacturing in the central region.
