Application of PDCA cycle and analytic hierarchy process element weight distribution in the operation management of a public hospital branch

目的 研究PDCA循环和层次分析法(analytic hierarchy process,AHP)元素权重分配在某公立医院分院运营管理中的应用情况,为医院管理者提供指导与依据,完成医院发展目标。方法 以D医院为例,应用PDCA循环理论,发现并分析人才流失严重、手术患者并发症发生率偏高、药品耗材占比偏高、收支结余赤字严重、员工及患者满意度均偏低等问题,然后制定策略并利用AHP元素权重分配科学执行。结果 通过应用PDCA循环理论和AHP元素权重分配,对比前后数据,人才流失率从13%下降到6%;手术患者并发症发生率由12%下降到3%;药占比由45%下降到30%,耗占比由25%下降到18%;收支实现基本平衡且略有盈余;员工满意率由80%提升至96%;满意度投诉率由20%下降至9%。结论 持续改进和层次分析法元素权重分配能为医院管理者提供指导与依据,辅助解决医院运营管理中遇到的难题,从而科学、有效完成医院发展目标。

Objective To study the application of continuous improvement and AHP element weight distribution in the operation and management of a public hospital branch,so as to provide guidance and basis for hospital managers and achieve the hospital development goals.Methods Taking D hospital as an example,the PDCA cycle theory was applied to find and analyze the problems such as serious brain drain,high incidence of complications in surgical patients,high proportion of drug consumables,serious deficit in balance of revenue and expenditure,low satisfaction of employees and patients,and then formulate strategies and implement them scientifically by using the weight distribution of AHP elements.Results Practice has proved that by applying PDCA cycle theory and AHP element weight distribution,and comparing the data before and after,the brain drain rate has decreased from 13% to 6%;The incidence of complications decreased from 12% to 3%;The proportion of drugs decreased from 45% to 30%,and the proportion of consumption decreased from 25% to 18%;Revenue and expenditure are basically balanced with a slight surplus;The employee satisfaction rate increased from 80% to 96%;The satisfaction complaint rate decreased from 20% to 9%.Conclusion The support of the “top leaders” of the hospital is the guarantee,and the participation of middle-level cadres is the core;Hospital operation management should be quantified as much as possible;The application of hospital informatization is the key.
