盲人参加普通高考申请合理便利的政策是保障残疾人平等教育权的重要举措,对于促进残疾人的教育公平意义重大。对2015—2021年18名参加普通高考盲人考生的调查显示,合理便利的可得性程度高,提供的合理便利内容丰富且更加精细和精准;可及性方面匹配度高,盲人考生申请的合理便利内容都能够实现;在可负担性方面还有较大提升的空间,主要体现在合理便利申请过程中考生需要较长时间的等待以及程序较为繁琐。

The policy of reasonable accommodation application for the national college entrance examination for the blind is an important measure to guarantee the equal right of persons with disabilities to education,and it is of great significance to promote the educational equity of persons with disabilities.Through the survey of 18 visually impaired candidates who took the national college entrance examination in 2015-2021,the degree of“accessibility”of reasonable accommodation is high,and the reasonable accommodation provided is rich in content and more detailed and accurate.The accessibility aspect is highly matched,and the reasonable accommodation content of the blind candidate’s application can be realized.In terms of affordability,there is still a greater room for improvement,mainly reflected in the reasonable accommodation of the application process,during which candidates need a longer waiting time and the procedure is more cumbersome.
