摘要
基于政策文本内容分析法梳理了2020年以来特殊教育相关的政策文本,从政策导向、目标、举措、特点等角度分析和总结了特殊教育领域政策的经验,并特别关注了新冠疫情对特殊教育政策发展的影响;探讨了当前特定政策不足、科学研究在政策决策中作用发挥不充分、地方政策的敏感性和能动性有待提高等问题;并从完善特殊教育政策制定的双线路径、建立特殊教育政策执行的多方联动机制、发挥科学研究对政策决策的促进作用三个方面提出建议。
Based on the policy text content analysis method,this study combs through the special education-related policy texts since 2020,analyzes and summarizes the policies and experience of special education from the perspectives of policy orientation,objectives,initiatives and characteristics,and especially pays attention to the impact of COVID-19 on the development of special education policies.This study also discusses the shortage of current specific policies,the insufficient role of scientific researches in policy decision-making,and the need to improve the sensitivity and initiative of local policies.It makes suggestions from three perspectives of perfecting the two-line path of special education policy formulation,establishing a multi-party linkage long-term mechanism for the implementation of special education policies,and giving play to the role of scientific researches in promoting policy decision-making.
