安徽省耕地保护经济补偿制度现状及对策研究

On the Current Situation of Economic Compensation System for Cultivated Land Protection in Anhui Province and its Countermeasures

近年来,随着城市化进程节奏加快,生态环境问题被多次提及,耕地保护问题逐渐进入学者的视野。耕地保护经济补偿制度可以直接有效地促进我国耕地保护工作的顺利进行。根据安徽省目前社会经济发展和自然资源状况,分别采用问卷调查和访谈的方式对耕地保护现状、农民对耕地的保护意愿、开展耕地保护工作过程中存在的主要问题进行初步的调查。在借鉴国外耕地保护成功经验的基础上,对本次调研的情况进行了综述,提出了对耕地进行有效保护的对策和建议,对安徽更好地开展耕地保护工作具有一定的借鉴意义。

In recent years,with the acceleration ofurbanization,ecological and environmental problems have been mentioned many times,and the problem of cultivated land protection has gradually come into the view of scholars.Cultivated land compensation mechanism can effectively promote cultivated land protection in China.According to socio-economic development and the status of natural resources in Anhui province,preliminary investigations are carried out through questionnaires and interviews respectively concerning cultivated land protection,farmers willingness to protect cultivated land and major problems arising from its protection.Drawing lessons from successful experience of cultivated land protection in other countries,this paper summarizes this investigation and puts forward countermeasures,which can be used for reference in better carrying out cultivated land protection in Anhui province.
