城市群功能分工、政府干预与金融集聚

Functional Division,Government Intervention and Financial Agglomeration of Urban Agglomeration

城市群在金融资源集聚中发挥越来越重要的作用,但城市群发展影响金融集聚的机理未得到足够重视。基于城市群理论和空间经济理论,构建中心-外围模式的城市群功能分工以及政府干预对金融集聚的影响假说,运用动态空间Durbin模型进行实证检验。研究发现:城市群发展及其内部的功能分工拓展了资源集聚的空间,优化了空间结构,促进了金融资源的集聚能力,但其促进作用呈现倒U型的非线性特征,即过度功能分工对金融集聚产生抑制作用。进一步分析表明,部分发达城市群已经处在拐点右侧;政府干预总体上弱化了城市群功能分工的金融集聚能力,其强化作用仅仅表现在欠发达城市群阶段;城市群功能分工促进城市群金融集聚能力主要是通过提升金融效率来实现。由此,减少政府干预和市场分割,加快欠发达城市群内部的功能分工,创新发达城市群的分工模式,对促进城市群协同发展和金融资源集聚具有直接的政策含义。

Urban agglomeration plays a more and more important role in financial resource agglomeration,but the mechanism of urban agglomeration development on financial agglomeration has not been paid enough attention.Based on the theories of urban agglomeration and spatial economy,this paper constructs the functional division of urban agglomeration with the pattern of“center-periphery”and the hypothesis of the impact of government intervention on financial agglomeration.Empirical test is made by using the dynamic spatial Durbin model.It is found that the development of urban agglomeration and its internal functional division expand the space of resource agglomeration and optimize the spatial structure,which help to promote the agglomeration ability of financial resource,but its promoting effect presents an inverted U-shaped nonlinear characteristic,that is,the excessive functional division inhibits financial agglomeration.Further analysis shows that some developed urban agglomerations are on the right side of the inflection point;government intervention generally weakens the financial agglomeration ability of functional division of urban agglomeration,and its strengthening effect can only be found in the stage of underdeveloped urban agglomeration;the functional division of urban agglomeration promotes the financial agglomeration ability of urban agglomeration mainly by improving financial efficiency.Therefore,reducing government intervention and market segmentation,accelerating the internal functional division of underdeveloped urban agglomerations,and innovating the division model of developed urban agglomerations have direct policy implications for promoting the coordinated development of urban agglomerations and the agglomeration of financial resources.
