摘要
创新政策直接作用于创新速度,并通过中介因素研发投入对创新速度产生间接影响,分析创新政策、研发投入与创新速度的关系及作用规律具有重要价值。以高技术产业为例,对创新政策进行测度并分析其作用机制,进而采用联立方程模型、面板数据模型和面板门槛模型深入研究创新政策和政府研发补贴对创新速度的作用机制。研究结果表明:创新政策对创新速度的直接作用机制有待提升;创新政策对创新速度的间接作用机制良好;创新政策对创新速度的弹性随政策力度加大而加大;政府研发补贴对创新速度的绩效不佳。
Innovation policy has direct effect on the innovation speed,and it has indirect impact on the innovation speed through R&D investment as the mediating factor.It is of great value to analyze the relationships among innovation policy,R&D investment and innovation speed and the functional rules.Based on the measurement of innovation policy and the analysis of its action mechanism,this paper takes high-technology industry as an example,and comprehensively adopts the structural equation model,panel data model,and panel threshold model to study the functional mechanism of innovation policy and government R&D subsidies on innovation speed.The results show that the direct functional mechanism of innovation policy on innovation speed needs to be improved,while the indirect functional mechanism is good.The elasticity of innovation policy on innovation speed increases with increasing policy efforts and the government R&D subsidy has poor performance on the innovation speed.
