The “Dual Carbon” Goal and the Modernization of National Governance

“双碳”目标是党中央应对全球气候危机、推动生态文明建设、促进能源转型、推进国内经济高质量发展所作出的重大战略决策,具有广泛而深远的意义。从国内层面看,“双碳”目标对我国的发展既是机遇也是挑战;从国际层面看,“双碳”目标下全球气候治理面临新形势。如何统筹两个大局并把握“双碳”目标对我国经济发展的要求,是当前国家治理的重要议题。“双碳”目标引领下的国家治理现代化需要在理念上时代化、目标上合理化、体系上科学化以及方法上智能化。基于此,应从内涵把握、制度建构、技术创新和全球治理等角度出发,探索一条具有中国特色的“双碳”路径,并在应对全球价值链重构和能源安全风险挑战的过程中,提供引领全球气候治理的国家战略和中国方案。

The “dual carbon” goal is an important strategic decision made by the Party Central Committee to deal with the global climate crisis, promote the construction of ecological civilization, promote energy transformation, and promote high-quality domestic economic development, which has extensive and far-reaching significance. In a domestic perspective, the “dual carbon” goal is both an opportunity and a challenge for my country’s development, and in an international perspective, global climate governance under the “dual carbon” goal is facing a new trial. How to coordinate the domestic and international overall situation and grasp the “dual carbon” goal’s requirement for my country’s economic development, is an important issue in current national governance. The modernization of national governance under the guidance of the “dual carbon” goal needs to be modernized in concept, rational in goal, scientific in system and intelligent in method. Based on this, we should explore a “dual-carbon” governance path with Chinese characteristics from the perspectives of connotation grasp, system construction, technological innovation, and global governance, which could provide governance modernization national strategy and China program in the process of addressing the challenges of global value chain restructuring and energy risks.
