美国农村地区公共文化服务供给研究

Research on Public Cultural Service Delivery in Rural Areas of the United States

推动农村地区公共文化服务创新与发展是乡村振兴的必然要求,西方发达国家的实践可为我国提供借鉴和启示。以美国农村地区公共文化服务供给为例进行分析可以发现,美国公共文化服务供给体系与模式包含以下五个方面:公共文化服务供给的整体性体系、土著部落的公共文化服务供给体系、以公共图书馆为载体的公共文化服务供给模式、非营利组织参与公共文化服务供给的实践模式、社区参与公共文化服务供给的实践模式;美国农村地区公共文化服务的具体实践基于《农村一代》倡议,以创意为驱动,并依靠于清晰的政府职能设置和基金会的支持。参鉴美国的实践经验,我国亟需从以下三方面推动农村公共文化服务供给:强化政策与职能支持、构建多主体伙伴关系与挖掘潜在文化资源。

It is necessary for rural revitalization to promote the innovation and development of public cultural services in rural areas.The practice of the developed countries can provide reference and inspirations for China.The study on public cultural service delivery in rural areas in the United States show that the delivery system and models include the following aspects:overall system,system for native Americans,library as a service carrier,and non-profit organizations and community participating in public cultural service delivery.With the experience of the United States,we need to promote public cultural service delivery in rural areas by strengthening policy and function support,building multiagent partnership and exploring potential cultural resources.
