特种设备地方标准发展研究

Research on the history of local standards for special equipment

随着特种设备在日常生产生活中的应用越来越广泛,势必要求及时出台相应的技术标准和规范。国家标准或行业标准更新迟缓,无法与设备一起更新换代,标准体系不完善等问题愈发凸显。催生各地区不断制定地方标准,以适应地区经济的发展。因此,地方标准一定程度上反映出本地特种设备的技术发展、市场应用以及监督管理的状况。以起重机械和电梯为例,通过分析目前地方标准的现状,加快推进制定技术明确、严谨、量化、可操作性强的地方标准,完善地方标准体系建设,有效促进地方标准化的改革与发展,不断提高特种设备安全标准水平。

With the wide application of special equipment in daily production and life,it is necessary to issue corresponding technical standards and specifications in time.Problems such as the slow updating of national or industrial standards,the inability to keep up with the pace of equipment upgrading,and the imperfect standard system have become increasingly prominent,prompting all regions to constantly formulate local standards to adapt to the development of regional economy.Therefore,to some extent,local standards reflect the technical development,market application,supervision and management of local special equipment.Taking cranes and elevators as examples,by analyzing the current situation of local standards,we can speed up the formulation of local standards with clear technology,rigor,quantification and strong operability,improve the local standard system,effectively promote the reform and development of local standardization,and constantly improve the safety standard level of special equipment.
