新冠疫情已经持续两年,疫情防控工作已步入常态化阶段。近期随着欧洲国家全面解除管控措施,预计在相当一段时间我国依然会面临较大的疫情防控压力。而航班空中突发应急几乎是不可避免的事件,该文围绕疫情防控下特殊时期航班不正常处置展开探讨,通过对空中航班应急事件风险等级,通过风险分析法,对处置措施分级管控,既要保障航班运行安全可控,又尽量避免产生旅客投诉风险。

The COVID-19 epidemic has lasted for two years, and the epidemic prevention and control work has stepped into a normal stage. Recently, as European countries have comprehensively lifted control measures, it is expected that we will still face great pressure in epidemic prevention and control for quite some time. The flight emergency is almost an inevitable event. This paper focuses on the handling of abnormal flights in special periods under the epidemic prevention and control. Through the risk level of air flight emergency events and the risk analysis method, the handling measures are controlled by levels, so as to ensure the flight operation safety and control and avoid the risk of passenger complaints as much as possible.
