村镇联动视角下村庄发展模式探讨——以天津市蓟州区穿芳峪镇为例

Exploring the village development model in the perspective of village and town linkage: a case study of Chuanfangyu Town in Jizhou District, Tianjin

我国村庄规划多以单一村落为规划范围,主要针对一个行政村进行独立规划、独立发展,以单一村庄为基础的土地整合方式在村庄建设中发挥了重要作用。但是,单个村庄规划忽略了村—村之间、村—镇之间的关联性,易导致周围村庄的发展和环境等与规划村庄脱节,不利于区域协调和乡镇总体规划衔接,致使规划冲突或不合理,甚至村落之间多方平衡被打破。本文以天津市蓟州区穿芳峪镇为例,构建指标体系对村庄发展潜力进行评价,并运用引力模型建立穿芳峪镇内26个村庄的引力指向图,通过分析引力指向,运用村镇联动发展的思路对镇域内未来村庄搬迁安置趋势及发展模式提出相关意见,并对中心村的选择和未来村镇联动模式提出规划建议。

China’s village planning mostly takes a single village as the planning scope, and mainly focuses on independent planning and independent development of an administrative village. This land integration approach based on a single village has played an important role in village construction. However, single village planning neglects the village-village and village-town linkage, and easily leads to the disconnection between the development and environment of surrounding villages and those of planned villages, which is not conducive to regional coordination and township master planning convergence, resulting in planning conflict or irrationality and even the imbalance of multiple parties among villages. The paper makes a case study of Chuanfangyu Town in Jizhou District of Tianjin, constructs an index system to evaluate the development potential of villages, and uses the gravity model to plot the gravity pointing diagram of 26 villages in Chuanfangyu Town. By analyzing the gravity pointing, based on the idea of linkage development of village and town, it gives relevant opinions on the resettlement trend and development model of villages in the township in the future, and puts forward some suggestions on the selection of the central village and the future linkage model of village and town.
