全民终身学习背景下天津市学习型城市建设的国际化策略

Internationalization Strategy of Tianjin Learning City Construction under the Background of Lifelong Learning for All

建设学习型城市,是历史发展与社会进步的必然趋势,也是践行全民终身学习的具体呈现,能有效地提升国民素质,促进人的全面发展,加快城市的可持续发展进程。天津市应积极吸收国际学习型城市发展理念,以联合国教科文组织提出的《学习型城市的主要特征》(Key Features of Learning Cities)评价指标体系特征为蓝本,促进城市高质量发展。通过对加入全球学习型城市网络申请条件的解读,对比天津市学习型城市建设现状、发展基础及特点,提出加强领导、完善机制建设、制定有效的学习型城市建设计划和加大宣传等,以推动天津市学习型城市国际化建设,最终加入全球学习型城市网络。

Building a learning city is not only an inevitable trend of historical development and social progress,but also a concrete manifestation of the practice of lifelong learning for all.It can effectively improve the national quality,promote the all-round development of people,and accelerate the process of sustainable development of the city.Tianjin should actively absorb the development concept of international learning cities and promote the high-quality development of the city based on the characteristics of the evaluation index system of Key Features of Learning Cities proposed by UNESCO.By analyzing the application conditions for joining the global learning city network and comparing the current situation,development foundation and characteristics of Tianjin’s learning city construction,this paper puts forward a strategy to promote the internationalization of Tianjin’s learning city construction and finally join the global learning city network by strengthening leadership,improving mechanism construction,formulating effective learning city construction plans and increasing publicity.
