乡村治理现代化背景下复合型治理的生成逻辑--以“三元统合”为分析框架

Compound Governance:The Reality Path of Rural Governance Modernization-Taking“Ternary Integration”as the Analytical Framework

乡村治理现代化转型推动东部沿海乡村形塑复合型治理结构。田野经验表明,乡村社会呈现治理机制的复合型嵌入:常规型事务的行政化运作,形塑乡村科层组织格局;运动型事务的政治域统筹,奠定乡村党委统合制度;内生型事务的自治性回应,构建乡村协商治理机制。复合型治理结构不仅衍生“政治-行政-自治”三元统合的治理机制,而且提升乡村实质治理能力,实现规则之治、稳定生态与治理有效。复合型治理是外生型治理事务结构倒逼和政治型治理责任考核取向共同作用的结果;其合理性来源于国家政权合法性的必然要求,以及乡村治理现代化的困境突破。

The modernization and transformation of rural governance has promoted the formation of a composite governance structure in rural areas along the eastern coast.The rural field experience in Suzhou shows that the rural society presents a compound embedding of governance mechanism:the administrative operation of conventional affairs to shape the organizational pattern of rural bureaucracy;sports-type affairs of the political domain as a whole,to establish a unified system of rural party committees;autonomous response of endogenous affairs,to construct rural consultative governance mechanism.The compound governance structure not only gives rise to the ternary integrated governance mechanism of“politics,administration and autonomy”,but also enhances the substantive governance capacity of rural areas,and realizes rule-based governance,stable ecology and effective governance.Compound governance is the result of external governance affairs structure and political governance responsibility assessment.Its rationality comes from the inevitable requirement of the legitimacy of state power and the breakthrough of the modernization of rural governance.
