Adhering to the Party s leadership over the legislative work is a basic principle that the CPC has complied with all the time.From the birth,development and maturity in the times of revolution,construction and reform to the standardization and further improvement in the new era,the Party s leadership over the legislative work has answered three questions in theory and in practice in the past century.That is,why and how does the Party lead the legislative work?What kind of legislation does the party want?The history proves that it is a strong guarantee for the continuous success of China s revolution,construction and reformation.Putting the people first is its essential feature.And institutionalization and legalization are the indispensable requirements that the legislation should abide by under the leadership of the Party in the new era.
