党的基层组织是团结带领群众贯彻党的理论和路线方针政策、落实党的任务的战斗堡垒。智能技术对推进基层党建工作科学化、有效化具有重要作用。在智能技术赋能基层党建的进程中,顶层设计应坚持以满足人民需求为核心所向、以加强政治建设为重中之重、以系统性思维为主要框架;底层逻辑应以智能技术嵌入为形式与动力,以政治整合为合力,并形成从嵌入到整合的基层大党建格局;发展图景应以把握制度理性为术、以高适切性智能技术推进基层治理体系与治理能力现代化为道,以术养道,通过整体优化思维助促构建基层共治的党建共同体。

The Party’s grass-roots organizations is the fighting bastions that unite and lead the masses to carry out the Party’s theories and lines and policies and implement the Party’s tasks.Intelligent technology plays an important role in promoting the scientific and effective work of grassroots party building.In the process of intelligent technology empowering grassroots party building,the top-level design should insist on meeting the people’s needs as the core divrection,strengthening political construction as the top priority,and systemic thinking as the main framework;the bottom-level logic should use intelligent technology embedding as the form and power,political integration as the synergy,and form a large pattern of grassroots party building from embedding to integration;the development picture should grasp institutional rationality as the art,and use highly relevant intelligent,to promote the modernization of grassroots governance system and governance capacity as the road,to feed the road with art,and to help build a grassroots community of party building through overall optimization thinking.
