诱致性制度变迁下村庄治理资源的跨界整合——基于青岛市X新区“德育银行”的考察

The Transboundary Integration of Rural Governance Resources under Induced Institutional Changes——An Investigation on“Moral Education Bank”in Qingdao West Coast New Area

诱致性制度变迁是为响应制度不均衡时的获利机会,个体或群体自发倡导和组织的自下而上的制度变迁,具有成本低、可复制性强、传播速度快、群众基础广泛等特点。对诱致性制度变迁的背景、动因、维持及扩散进行系统分析发现,在村庄治理资源的跨界整合过程中,诱致性制度变迁起着重要的助推作用,其逻辑机理在于促使村民行为积分化、要素聚集平台化、村庄运行信用化、乡村治理数字化。实现诱致性制度变迁下村庄治理资源持续跨界整合,在保持诱致性与强制性制度变迁并行的同时,要对阻碍村庄治理资源整合的体制机制、政策资源、市场机会等予以消解。

Induced institutional change refers to the bottom-up institutional change initiated and organized spontaneously by individuals or groups in response to the profit opportunities of institutional imbalance.It has the characteristics of less cost,highly reproducible,faster propagation and broader mass basis etc.Through the systematic analysis of the background,motivation,maintenance and diffusion of induced institutional changes,this paper finds that induced institutional changes play an important role in promoting the transboundary integration of rural governance resources,and its logical mechanism is to promote the integration of villagers’behavior,the platform of element aggregation,the credit of village running,and the digitization of village governance.However,in order to promote the sustainable transboundary integration of rural governance resources under induced institutional changes,it is suggested that the institutional mechanisms,policy resources and market opportunities that hinder the integration of rural governance resources should be eliminated while the induced and mandatory institutional changes are parallel.
