算法与人民性互嵌:基层智慧治理中的行动者网络建构

Algorithms and People Character are Embedded in Each Other:Constructing Actor Network in the Grass-Roots Wisdom Governance

推进基层智慧治理的关键在于建构具有统合性与韧性的行动者网络,而行动者网络建构的思路是打造“共生场景”。在治理资源上,实现“全景图式”无缝隙衔接;在治理结构上,以“政党引领”增进互依共存;在治理效能上,达成基于“共识性”的包容互益。面向算法与人民性互嵌的行动者网络进阶的核心逻辑在于“解构与回应”,不仅要重新解构智慧治理平台的治理属性及其稳态机制,还须重新解构多元行动者的主体关系及其责任配置体系,在解构的基础上回应各行动者的利益诉求并解决伴随智慧治理产生的结构性难题。

The key to promoting smart governance at the grass-roots level is to build a more integrated and resilient actor network.The essential idea of the construction of the actor network is to create a“symbiotic scene”.In terms of governance resources,we can realize the seamless connection of“panoramic schema”;in terms of governance structure,we use“political party support”to enhance interdependence and coexistence;and in terms of governance efficiency,we can achieve organic mutual benefits based on“consensus”.The core logic of the advanced actor network for algorithms and people is“deconstruction and response”:not only to reconstruct the governance attributes of the intelligent governance platform and its steady-state mechanism,but also to reconstruct the subject relationship of multiple actors and its responsibility allocation system.At the same time,on the basis of deconstruction,it is necessary to respond more carefully to the interests of various actors and solve the structural problems associated with smart governance.
