The Dimension,Logic and Path of Digital Government Upgrading from the Perspective of Governance Capacity Modernization

作为创新政府治理理念和方式的重要举措,数字政府建设对提升政府治理能力现代化水平具有重要意义。基于数字政府建设的理想状态与现实挑战,从空间、内容、时间三重维度推进数字政府的转型升级,构建整体性、智慧性、平台性的数字政府形态。数字政府升级以提升政府治理效能为目标导向,其治理效能提升逻辑表现为整体协同机制推动政务服务的全周期管理,智慧网联机制实现智慧柔性的价值伦理,平台创价机制生成平坦互动的共治格局。数字政府升级还需进一步通过整体性治理、大数据治理及平台型治理路径,重塑以协同为导向的治理新范式,构建以数据为支撑的智慧化应用,搭建以共享为核心的共治性架构,实现治理范式、技术应用和治理架构的全面优化升级。

As an important measure to innovate the concept and methods of government governance,the construction of digital government is of great significance to improve the modernization level of government governance capacity.Based on the ideal state and practical challenges of digital government construction,we will promote the transformation and upgrading of digital government from the three dimensions of space,content and time,and build a holistic,intelligent and platform digital government form.The upgrading of digital government is guided by the goal of improving the governance efficiency of the government.The logic of improving the governance efficiency is expressed in that the overall coordination mechanism promotes the full cycle management of government services,the smart internet mechanism realizes the value ethics of smart flexibility,and the platform price creation mechanism generates a flat and interactive co-governance pattern.The upgrading of digital government also needs to further reshape the new paradigm of collaboration oriented governance,build intelligent applications supported by data,build a co-governance architecture with sharing as the core,and realize the comprehensive optimization and upgrading of governance paradigm,technology application and governance architecture through holistic governance,big data governance and platform based governance paths.
