基于ODAE环的跨部门协同社会管理信息化平台架构模型研究

Research on the Architecture Model of Cross-department Collaborative Social Management Information Platform Based on ODAE Loop

现代政府强调依职能划分部门,促进政府部门分工日益精细化,确保各部门能够在单一业务领域精细化、高效化运转,但同时造成各部门间的“边界”日益显著。在国家治理体系和治理能力现代化的时代背景下,信息技术赋能社会管理的成效日益显著。以信息化平台为抓手,整合分散的部门信息,进一步建立信息技术支持下的跨部门协同社会管理体系,为解决跨部门协同问题提供了新的思路和方法,是提升政府管理能力的重要途径。针对上述问题,文中提出了基于监测预警、研判决策、指挥处置、效能评估(Observation Decision Action Evaluation,ODAE)的跨部门协同社会管理的架构模型,以期为相关信息化体系架构设计提供通用性参考。

Modern government divides departments according to their functions,thus promoting the gradual refinement of labor division.Such an approach can ensure that all departments operate professionally and efficiently in a single area,but at the same time,the“boundary”between departments is becoming increasingly prominent.With the modernization of national governance system and capacity,the effect of information technology enabled social management has become increasingly significant.Taking the information platform as the starting point,integrating the scattered department information,and further establishing the cross department collaborative social management system supported by information technology provide new ideas and methods for solving the cross department collaborative problems,which is an important way to improve the government’s management ability.In view of the above problems,this paper proposes an architecture model of cross department collaborative social management based on Observation,Decision,Action and Evaluation(ODAE),in order to provide a general reference for the architecture designing of related information systems.
