警务辅助人员参与执法本质是指警辅人员依法行使职权、履行职责的行为。警务辅助人员参与执法既是现代警务工作发展的必然结果,又有其正当性。重视警辅人员法律意识的养成、确立警辅人员行政助手的法律地位、明确警辅人员参与执法的职权边界、规范警辅人员参与执法的程序、加强警辅人员参与执法监督,是警务辅助人员规范化建设的题中之意。

The nature of police assistants’participation in law enforcement refers to the behavior of police assistants’exercising their powers and performing their duties in the light of laws.Police assistants’participation in law enforcement is not only the inevitable result of the modern policing development,but also has its legitimacy.It is the intention of the process of standardizing the police assistants to attach importance to the cultivation of police assistants’legal consciousness,to establish their legal status of administrative assistants,to clarify their authority boundaryin law enforcement,to standardize the procedures of their participation in law enforcement,and to strengthen the supervision of their participation in law enforcement.
