我国跨省流域保护中的排污权交易研究

Research on Emission Trading in Trans-provincial Watershed Protection in China

跨省流域治理对解决我国水污染问题有着重要的意义,在跨省流域环境保护过程中,由于不同省级政府按照行政区域边界划分,对不同河段划界管辖,使得各行政区域在流域环境保护与经济发展之间难免存在利益冲突,且容易导致跨省流域难以通过联防联控加以管理。建立跨省流域排污权交易有利于平衡流域保护与经济发展之间的利益关系,实现一定的流域保护甚至生态补偿功能。基于此,通过分析我国跨省流域保护中构建排污权交易机制的难点,借鉴其他领域排污权交易的经验,并结合跨省流域排污权交易的特殊性考量,提出构建跨省流域排污权交易制度的具体建议,有利于完善跨省流域的保护。

Trans-provincial watershed management is of great significance to solve water pollution problems in China.During the process of trans-provincial watershed environment protection,since different provincial governments carry out boundary division according to administrative regions and manage different river sections based on the boundary division,it is inevitable that the administrative areas in the basin environmental protection and economic development have a conflict of interest,and trans-provincial watershed is hard to be managed by joint prevention and control.Trans-provincial watershed emission trading can help balance the interest relationship between watershed protection and economic development,and realize some functions of watershed protection and even ecological compensation.Based on this,by analyzing the difficulties in establishing the mechanism of emission trading in trans-provincial watershed protection in China,drawing on the experience of emission rights trading in other fields and combining the special considerations of trans-provincial watershed emissions trading,some specific suggestions on the establishment of a trans-provincial emission rights trading system were given to the protection of trans-provincial watershed.
