自贸港建设背景下海南省投资效率及其空间格局研究

A Study on Investment Efficiency and Spacial Pattern in the Context of Constructing Hainan Free Trade Port

海南省作为我国内地第一个自由贸易港,其投资效率的改善和产业持续向好发展,对于形成具有示范、复制、推广效应的制度创新“试验田”和建设最高开放形态的自由贸易港经济体系至关重要。通过构建投资效率测度指标体系,采用2009—2020年的相关数据,运用DEA“静态”与“动态”模型,全面测度海南省投资效率的情况。结果表明:DEA静态测度下,海南省投资的综合效率与规模效率偏低,纯技术效率较高,各市县差异较大;DEA动态测度下,全省的投资全要素生产率大致呈现“逆L型”的发展趋势,“两小一大”高峰特征表明长期以来海南省投资效率提升主要靠外在政策推动;此外,各市县的投资效率空间格局呈负相关且演变趋势较为明显。

As the first free trade port in China’s mainland,the improvement of investment efficiency and the continuous development of industry in Hainan Province is crucial to the formation of a“test field”of institutional innovation with demonstration,replication and extension effects and the construction of the highest open form of free trade port economic system.On the basis of constructing the index system of investment efficiency measurement,“static”and“dynamic”DEA models are used to estimate the investment efficiency of Hainan Province from 2009 to 2020.And then spatial auto correlation is applied to analyze the spatial pattern characteristics of investment efficiency.The results are shown as follows.First,under the DEA static model,the comprehensive efficiency and scale efficiency of Hainan investment are low,while the pure technical efficiency is high,with large differences among cities and counties.Second,under the DEA dynamic model,the total factor productivity of Hainan investment shows itself a“reverse L specific”trend with characteristics of”two small and one big peak”,which is promoted by the free trade port policy.Third,the spatial pattern of Hainan investment efficiency is negatively correlated.
